Critics cite, for instance, Trump\u2019s damaging the rule of law by weaponizing the Department of Justice (DoJ) to exact revenge on political foes and protect himself from federal investigations, plus Trump moves to profit in radical ways from his presidency with lucrative and new cryptocurrency ventures.<\/p>\n<p class=\"dcr-1s160rg\">Among the scandals plaguing Trump are a proposed $1.8bn \u201canti-weaponization\u201d slush fund to help \u201cMaga\u201d allies charged with crimes and deter IRS investigations of Trump\u2019s taxes, the weaponization of DoJ to prosecute Trump enemies and help friends, the escalating private and public costs of his prized White House <a href=\"https:\/\/www.washingtonpost.com\/investigations\/2026\/06\/30\/trump-ballroom-built-under-secret-500m-no-bid-contract\/\" data-link-name=\"in body link\">ballroom<\/a>, and Trump\u2019s backing of <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/apr\/23\/trump-crypto-memecoin-event-mar-a-lago\" data-link-name=\"in body link\">cryptocurrency<\/a> policies that coincided with his earning a whopping $1.4bn from his crypto ventures in 2025.<\/p>\n<figure id=\"8f09732e-4ace-4713-a673-2da387b0da5e\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-1oq85qr\">\n<div data-print-layout=\"hide\" data-link-name=\"rich-link-3 | 3\" data-component=\"rich-link\" data-name=\"placeholder\" class=\"dcr-1rx5ky9\">\n<div data-format-theme=\"5\" data-format-design=\"0\" data-format-display=\"0\" class=\"dcr-15vltj4\"><a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jul\/02\/trump-hijacked-250-anniversary\" class=\"dcr-f35c0u\"><\/p>\n<div class=\"dcr-vvxpdt\">\n<div class=\"dcr-6z6e7\">\n<div class=\"dcr-zh9rih\">Trump hijacked US\u2019s 250 anniversary to serve \u2018political ideology and pet projects\u2019, congressional report says<\/div>\n<\/div>\n<div class=\"dcr-oj13vq\">\n<div class=\"dcr-ef9nua\">Read more<\/div>\n<\/div>\n<\/div>\n<p><\/a><\/div>\n<\/div>\n<\/figure>\n<p class=\"dcr-1s160rg\">In the House, Representative Jamie Raskin of Maryland, the top Democrat on the judiciary committee, has already spearheaded Democratic inquiries by the panel and is expected to assume the top post and lead key investigations if Democrats take back the House.<\/p>\n<p class=\"dcr-1s160rg\">In Raskin\u2019s eyes, the stakes are high for the rule of law and democracy.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe political and financial corruption driving the Trump presidency is a civic emergency,\u201d Raskin said in a statement. \u201cCongress has a responsibility to confront all this corruption directly \u2013 to expose it and take all steps necessary to crush it as quickly as possible.<\/p>\n<p class=\"dcr-1s160rg\">\u201cDemocrats may not yet hold the gavels, but we are already pursuing a broad range of investigations using every tool available to us. That work includes scrutiny of, and opposition to, the $1.8bn convicted criminal slush fund and super pardon for the Trumps,\u201d which he has <a href=\"https:\/\/democrats-judiciary.house.gov\/media-center\/press-releases\/ranking-member-raskin-s-statement-on-the-todd-blanche-super-pardon-for-trump-his-family-and-their-businesses\" data-link-name=\"in body link\">noted<\/a> gives them total and permanent immunity from all tax and legal matters.<\/p>\n<figure id=\"88f39009-dceb-4e54-be80-852c3d85aca6\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-d9bay7\">\n<div id=\"img-2\" class=\"dcr-1t7hdmw\"><img decoding=\"async\" alt=\"a man speaking \" src=\"https:\/\/i.guim.co.uk\/img\/media\/5a569768eea1a7a3715c50102dc71b2b61c3caa9\/66_267_2701_2161\/master\/2701.jpg?width=445&amp;dpr=1&amp;s=none&amp;crop=none\" width=\"445\" height=\"356.03295075897813\" loading=\"lazy\" class=\"dcr-up96pv\"><a href=\"#img-2\" data-ignore=\"global-link-styling\" class=\"open-lightbox dcr-zwabc0\" aria-hidden=\"true\"><button data-element-id=\"88f39009-dceb-4e54-be80-852c3d85aca6\" type=\"button\" class=\"open-lightbox dcr-1bitgpn\" aria-haspopup=\"dialog\"><span class=\"dcr-1shbixy\">View image in fullscreen<\/span><\/button><\/a><\/div><figcaption data-spacefinder-role=\"inline\" class=\"dcr-174mzkf\"><span class=\"dcr-vyhg7z\"><\/span><span class=\"dcr-1cipnsy\">Jamie Raskin.<\/span> Photograph: Allison Robbert\/AP<\/figcaption><\/figure>\n<p class=\"dcr-1s160rg\">Raskin in his statement also cited investigations into \u201cthe weaponization of the Department of Justice against chosen enemies in the nonprofit world; the comprehensive Epstein human trafficking cover-up; rampant violations of the foreign emoluments clause and legal conflicts of interest by the president, Jared Kushner and other senior officials; and the theft and waste of public resources by Trump and his cabinet of corruption.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Looking ahead, Raskin predicted more aggressive moves post-November if Democrats take the House. \u201cWith control of the House, we can call hearings, conduct depositions, use subpoenas to compel the appearance of witnesses and the production of documents, if necessary, and pass bills that root out corruption to make sure the government is serving the needs of the people.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Some ex-prosecutors and veteran investigators, too, have begun strategizing about plans to help House Democrats with investigations if the GOP loses their majority, according to a legal source familiar with the informal and early talks.<\/p>\n<p class=\"dcr-1s160rg\">Legal critics and scholars say Trump\u2019s scandals and corruption rival and may surpass those of any other president, and note that some Senate Republicans like Thom Tillis of North Carolina have <a href=\"https:\/\/thehill.com\/homenews\/senate\/5893971-thom-tillis-donald-trump-doj-compensation-fund-scrutiny\/\" data-link-name=\"in body link\">criticized<\/a> Trump sharply over the $1.8bn slush fund.<\/p>\n<p class=\"dcr-1s160rg\">Ex-federal prosecutor and veteran DC attorney Ty Cobb, who was a special White House counsel during Trump\u2019s first term, said that \u201cTrump\u2019s corruption is one of a kind\u201d and dwarfs that of any other president.<\/p>\n<p class=\"dcr-1s160rg\">\u201cIt\u2019s like comparing Fort Knox to a child\u2019s piggy bank,\u201d Cobb said.<\/p>\n<p class=\"dcr-1s160rg\">Cobb also cited various Trump abuses of power that he predicted \u201cwill all be subjected to congressional scrutiny if the GOP loses their House majority\u201d. He said investigations should look at \u201cthe <a href=\"https:\/\/www.americanprogress.org\/article\/how-trumps-500-million-uae-crypto-deal-trades-u-s-national-security-for-family-profit\/\" data-link-name=\"in body link\">Qatari $400m<\/a> plane given to Trump and related quid pro quo, plus the<a href=\"https:\/\/www.wsj.com\/politics\/policy\/senate-democrats-call-for-hearings-into-500-million-trump-deal-with-emirati-royal-edac2509\" data-link-name=\"in body link\"> UAE\u2019s $500m investment<\/a> in Trump\u2019s World Liberty Financial crypto currency venture and the sensitive chips they were given in exchange.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Trump and the White House have firmly denied charges that his policies and business dealings with his sons in crypto, hotels and other areas present any conflicts of interest, emphasizing that his decisions are motivated by putting America\u2019s interests first.<\/p>\n<p class=\"dcr-1s160rg\">Asked by reporters about his crypto bonanza last year and his overall income in 2025, which hit $2bn, Trump said: \u201cI\u2019m profiting, because the stock market\u2019s going up \u2026 Everybody\u2019s profiting.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Press secretary Karoline Leavitt last fall told NPR that \u201cneither the president nor his family have ever engaged or will ever engage in conflicts of interest.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Legal analysts and ex-prosecutors predict Trump will continue his pattern of hitting back hard at investigations of his conduct, and Democrats have to be careful in choosing their targets to investigate.<\/p>\n<p class=\"dcr-1s160rg\">While Trump has often attacked his critics in vindictive language and called allegations of corruption against him \u201cwitch-hunts\u201d, he\u2019s fully aware that losing the House majority would endanger his future.<\/p>\n<p class=\"dcr-1s160rg\">At a Republican House retreat in January, Trump acknowledged the stakes are high for his presidency if the GOP loses the House.<\/p>\n<figure data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.NewsletterSignupBlockElement\" class=\"dcr-d9bay7\"><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-25\" class=\"dcr-76akua\">skip past newsletter promotion<\/a><\/p>\n<div class=\"dcr-1tr4stg\">\n<div class=\"dcr-12qa5gp\">\n<hr class=\"dcr-1cjdlyj\"><\/div>\n<\/div>\n<p id=\"EmailSignup-skip-link-25\" aria-label=\"after newsletter promotion\" role=\"note\" class=\"dcr-76akua\">after newsletter promotion<\/p>\n<\/figure>\n<p class=\"dcr-1s160rg\">\u201cYou gotta win the midterms, because if we don\u2019t win the midterms, it\u2019s just gonna be \u2026 I mean, they\u2019ll find a reason to impeach me,\u201d Trump told lawmakers.<\/p>\n<figure id=\"72d7a4fd-654f-4cb2-9ac3-ec72725fdea2\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-d9bay7\">\n<div id=\"img-4\" class=\"dcr-1t7hdmw\"><img decoding=\"async\" alt=\"a women speaking \" src=\"https:\/\/i.guim.co.uk\/img\/media\/c169460a1e1c1dddf8d8e419db378795b11aa8b0\/0_0_5472_3648\/master\/5472.jpg?width=445&amp;dpr=1&amp;s=none&amp;crop=none\" width=\"445\" height=\"296.66666666666663\" loading=\"lazy\" class=\"dcr-up96pv\"><a href=\"#img-4\" data-ignore=\"global-link-styling\" class=\"open-lightbox dcr-zwabc0\" aria-hidden=\"true\"><button data-element-id=\"72d7a4fd-654f-4cb2-9ac3-ec72725fdea2\" type=\"button\" class=\"open-lightbox dcr-1bitgpn\" aria-haspopup=\"dialog\"><span class=\"dcr-1shbixy\">View image in fullscreen<\/span><\/button><\/a><\/div><figcaption data-spacefinder-role=\"inline\" class=\"dcr-174mzkf\"><span class=\"dcr-vyhg7z\"><\/span><span class=\"dcr-1cipnsy\">Barbara McQuade in 2019. <\/span> Photograph: Andrew Harnik\/AP<\/figcaption><\/figure>\n<p class=\"dcr-1s160rg\">Former US attorney for eastern Michigan Barbara McQuade, who now teaches law at the University of Michigan, cited multiple examples of Trump scandals that are ripe for further scrutiny.<\/p>\n<p class=\"dcr-1s160rg\">\u201cTrump\u2019s acceptance of emoluments, such as the plane from Qatar, his solicitation of donations for his ballroom from government contractors, and the apparent cottage industry that has developed around the pardon power are all worthy of investigation because they suggest a president whose loyalty to the American people is compromised,\u201d said McQuade.<\/p>\n<p class=\"dcr-1s160rg\">\u201cAnother area Congress should probe is the Trump administration\u2019s apparent abuse of the justice department to attack enemies, such as ex-FBI director [James] Comey, New York AG Letitia James, former Federal Reserve chairman Jerome Powell\u201d and others. \u201cThe constitution requires the president to take care that the laws be faithfully executed. Weaponizing the legal system for political gain betrays that duty.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Similarly, ex-DoJ inspector general Michael Bromwich said: \u201cSince day one, the Trump administration has engaged in conduct that has no parallel in any previous administration \u2013 from firing large numbers of government employees without any analysis of the costs to selling pardons to serious criminals \u2013 and that is worthy of exploration and investigation by congressional oversight committees.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Bromwich continued: \u201cOne of the challenges will be how to allocate resources across the scores of matters that are worthy of investigation. In the justice department alone, there are literally scores of allegations of misconduct, waste, fraud and abuse that both Congress and the DoJ (inspector general) have shown no interest in exploring.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Notably, ex-GOP Representative Charlie Dent of Pennsylvania also sees Democrats moving fast to hold Trump accountable if they\u2019re in the majority. Dent said he suspects \u201cthe Democrats will take a run at a number of issues\u201d, if they win the House, citing the DoJ\u2019s weaponization to charge Trump foes, Trump \u201cfriendly\u201d business deals and investigations of donors who gave to fund the ballroom.<\/p>\n<figure id=\"71144154-cdc7-4565-bb70-4b1de7763d7d\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-d9bay7\">\n<div id=\"img-5\" class=\"dcr-1t7hdmw\"><img decoding=\"async\" alt=\"a man sitting down \" src=\"https:\/\/i.guim.co.uk\/img\/media\/787f9120f9d2fcf1a7486048cbdd3d13d6ad877c\/1013_57_2487_2276\/master\/2487.jpg?width=445&amp;dpr=1&amp;s=none&amp;crop=none\" width=\"445\" height=\"407.2456775231202\" loading=\"lazy\" class=\"dcr-up96pv\"><a href=\"#img-5\" data-ignore=\"global-link-styling\" class=\"open-lightbox dcr-zwabc0\" aria-hidden=\"true\"><button data-element-id=\"71144154-cdc7-4565-bb70-4b1de7763d7d\" type=\"button\" class=\"open-lightbox dcr-1bitgpn\" aria-haspopup=\"dialog\"><span class=\"dcr-1shbixy\">View image in fullscreen<\/span><\/button><\/a><\/div><figcaption data-spacefinder-role=\"inline\" class=\"dcr-174mzkf\"><span class=\"dcr-vyhg7z\"><\/span><span class=\"dcr-1cipnsy\">Charlie Dent in 2017.<\/span> Photograph: Mark Makela\/The Guardian<\/figcaption><\/figure>\n<p class=\"dcr-1s160rg\">Dent stressed \u201cthe judiciary committee will have a field day with the prosecutions\u201d by DoJ of Trump\u2019s enemies.<\/p>\n<p class=\"dcr-1s160rg\">In historical terms, Harvard government professor Steven Levitsky, the coauthor of How Democracies Die, said that Trump administration actions involve \u201clarge-scale attacks on the constitution and the rule of law \u2026 When a leader abuses his power, attempts to steal an election and sells out to foreign governments, he needs to be investigated.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Still, Levitsky added he expects there will be some divisions among Democrats in how aggressively they investigate Trump.<\/p>\n<p class=\"dcr-1s160rg\">\u201cMany top Democrats were not trained for hardball or authoritarian politics,\u201d he said.<\/p>\n<p class=\"dcr-1s160rg\">In a similar vein, former Federal Election Commission general counsel Larry Noble said Trump\u2019s second term has created a surge in corruption: \u201cThe breadth and depth of the corruption that is the hallmark of Trump\u2019s second term seems unrivaled in our history. He appears to combine the mindset of a petty crime boss looking for ways to use his office to make as much money as possible with the ambition of a would-be autocrat looking to undermine the pillars of our democracy.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Noble did caution that \u201cif the Democrats take the House, they will have a number of investigative tools. I have little doubt, however, that Trump will use the powers of his office, real and imagined, as well as the efforts of those in Congress and the courts who seem too willing to do his bidding to fight back.
