href=\"https:\/\/www.npr.org\/2026\/06\/04\/nx-s1-5751145\/save-act-senate-vote-trump\" target=\"_blank\">all but doomed<\/a> in the Senate.<\/p>\n<p>On Wednesday, Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/116805545512296111\" target=\"_blank\">abruptly canceled<\/a> a scheduled signing of bipartisan legislation aimed at <a href=\"https:\/\/www.npr.org\/2026\/06\/23\/nx-s1-5867575\/congress-passes-housing-affordability-bill\" target=\"_blank\">bringing down housing costs<\/a>, saying he would<a href=\"https:\/\/www.npr.org\/2026\/06\/23\/nx-s1-5862113\/trump-senate-friction\" target=\"_blank\"> only<\/a> sign it after Congress approved the <a href=\"https:\/\/www.npr.org\/2026\/02\/19\/nx-s1-5719252\/trump-voting-save-america-act-explainer\" target=\"_blank\">SAVE America Act.<\/a><\/p>\n<div id=\"resnx-s1-5869577-100\" class=\"bucketwrap INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>This move wasn&#8217;t entirely surprising because Trump has been <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116193527873859174\" target=\"_blank\">saying<\/a> for months that he won&#8217;t sign any bill until the SAVE America Act is passed.<\/p>\n<p>His obsession with the SAVE America Act has already <a href=\"https:\/\/www.npr.org\/2026\/06\/23\/nx-s1-5862113\/trump-senate-friction\" target=\"_blank\">scuttled the reauthorization of a surveillance tool<\/a> and nearly ruined GOP efforts to increase immigration enforcement spending.<\/p>\n<p>The SAVE America Act currently doesn&#8217;t have the needed 60 votes in the Senate to overcome a filibuster \u2013 and Republican leaders are reluctant to get rid of the filibuster to pass the bill, as Trump has <a href=\"https:\/\/www.npr.org\/2026\/04\/14\/nx-s1-5771526\/senate-filibuster-save-america-act\" target=\"_blank\">suggested<\/a>.<\/p>\n<p>A big reason Trump has been obsessed with getting the SAVE America Act sent to his desk for signature ahead of what could be a pretty bruising midterms for the GOP, is that he believes it would ensure that Republicans<a href=\"https:\/\/www.democracydocket.com\/news-alerts\/trump-republicans-will-never-lose-save-america-act\/\" target=\"_blank\"> never<\/a> lose another election for at least 50 years.<\/p>\n<p>Much of this belief is based on false claims that Democrats only win elections because of noncitizen participation in elections, which according to the Bipartisan Policy Center, and many experts, is <a href=\"https:\/\/bipartisanpolicy.org\/article\/four-things-to-know-about-noncitizen-voting\/\" target=\"_blank\">extremely rare<\/a>.<\/p>\n<p>But the president&#8217;s case for the SAVE America Act is rooted in this misinformation. Here&#8217;s what&#8217;s in it:<\/p>\n<h3 class=\"edTag\">1. It requires proof of citizenship to register to vote<\/h3>\n<p>The SAVE America Act specifically prohibits states from accepting and processing voter registration applications in a federal election &#8220;unless the applicant presents documentary proof of U.S. citizenship.&#8221;<\/p>\n<p>Citizenship is already required to register to vote in the U.S. and states have a system to make sure that noncitizens do not make it on to the voter rolls. Here&#8217;s what&#8217;s new in the bill<\/a><\/h3>\n<\/p><\/div>\n<p><!-- END CLASS=\"BUCKETBLOCK\" -->\n      <\/div>\n<p><!-- END CLASS=\"BUCKET IMG\" -->\n   <\/div>\n<p><!-- END ID=\"RESNX-S1-5869577-101\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>And the list of what is acceptable to prove citizenship under the SAVE America Act is fairly limited. It includes U.S. passports and birth certificates, as well as some state and tribal IDs. This documentation is prohibitive in some cases: <a href=\"https:\/\/www.npr.org\/2024\/06\/11\/nx-s1-4991903\/voter-registration-proof-of-citizenship-requirement\" target=\"_blank\">1 in 10<\/a> eligible voters, or 21.3 million people, said in a national survey conducted by a voting rights organization that they either &#8220;do not have or could not quickly find&#8221; proof of citizenship records.<\/p>\n<p>Trump has tried to require proof of citizenship for anyone registering to vote via executive order, but that effort was <a href=\"https:\/\/apnews.com\/article\/trump-elections-judge-358912bcb6c7223b3d2d36465156fde9\" target=\"_blank\">permanently blocked<\/a> by a federal court on Wednesday.<\/p>\n<p><!-- END ID=\"MID-STORY-RECOMMENDATIONS-MOUNT-PIANO\" CLASS=\"MID-STORY-RECOMMENDATIONS-MOUNT-PIANO\" ARIA-LABEL=\"RECOMMENDED STORIES\" --><\/p>\n<h3 class=\"edTag\">2. It requires photo ID to cast a ballot<\/h3>\n<p>The bill requires that voters show one of these valid forms of identification to cast a ballot in person. Notably, it also requires that people voting by mail provide &#8220;a copy of a valid photo identification&#8221; with their ballot.<\/p>\n<p>If they can&#8217;t do that, they have to provide the last four digits of their Social Security number and sign an affidavit from state officials that says they were unable to get an ID &#8220;after making reasonable efforts to obtain such a copy.&#8221;<\/p>\n<p>Voter ID requirements are largely popular among voters. And <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/voter-id\" target=\"_blank\">most states<\/a> require some form of ID to vote, already. However, voters <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/07\/poll-trump-save-america-act-voters-uncertain-00908224\" target=\"_blank\">aren&#8217;t<\/a> as supportive of a sweeping overhaul that would change various aspects of American elections.<\/p>\n<h3 class=\"edTag\">3. It requires that state officials remove noncitizens from their voter rolls<\/h3>\n<p>States routinely check their voter registration list for people who shouldn&#8217;t be there \u2013 whether it&#8217;s people who passed away or who lost their voting rights due to legal trouble.<\/p>\n<p>And that also includes those who were improperly registered. However, when states have tried to identify and purge alleged noncitizens from their rolls, their efforts have <a href=\"https:\/\/www.texastribune.org\/2019\/04\/26\/texas-voting-rights-groups-win-settlement-secretary-of-state\/\" target=\"_blank\">gone wrong<\/a> in some cases.<\/p>\n<h3 class=\"edTag\">4. It creates new penalties against election officials<\/p>\n<p>Lastly, the SAVE America Act creates a private right of action against an election official who registers someone who didn&#8217;t provide proof of citizenship.
