link\">shooting a Venezuelan man<\/a> during the Trump administration\u2019s <a href=\"https:\/\/www.theguardian.com\/us-news\/minnesota-ice-shooting\" data-link-name=\"in body link\">crackdown in Minnesota<\/a> was arrested on Friday in Texas, authorities said.<\/p>\n<p class=\"dcr-130mj7b\">Christian Castro, of the Immigration and Customs Enforcement (<a href=\"https:\/\/www.theguardian.com\/us-news\/ice-us-immigration-and-customs-enforcement\" data-link-name=\"in body link\">ICE<\/a>) agency, was taken into custody 11 days after Minneapolis prosecutors <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/18\/ice-officer-charged-minnesota-shooting\" data-link-name=\"in body link\">charged<\/a> him with assault and falsely reporting a crime in the 14 January <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/apr\/11\/ice-shooting-dhs-accountability-minneapolis\" data-link-name=\"in body link\">non-fatal shooting<\/a> of Julio Cesar Sosa-Celis.<\/p>\n<figure id=\"589796ac-8018-4006-8459-563775e9af41\" data-spacefinder-role=\"richLink\" Will it usher in accountability?<\/div>\n<\/div>\n<div class=\"dcr-eurq8n\">\n<div class=\"dcr-fkf7vq\">Read more<\/div>\n<\/div>\n<\/div>\n<p><\/a><\/div>\n<\/div>\n<\/figure>\n<p class=\"dcr-130mj7b\">Hennepin county prosecutors in <a href=\"https:\/\/www.theguardian.com\/us-news\/minnesota\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Minnesota<\/a> said the state\u2019s bureau of criminal apprehension located Castro, 52, in Texas and worked with agents from the inspector general\u2019s office of the Department of Homeland Security (DHS) and the Texas Rangers to arrest him.<\/p>\n<p class=\"dcr-130mj7b\">\u201cToday\u2019s arrest is a critical step forward in our prosecution of Mr Castro,\u201d the Hennepin county attorney, <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/mar\/03\/minnesota-investigation-us-immigration-officers\" data-link-name=\"in body link\">Mary Moriarty<\/a>, said.<\/p>\n<p class=\"dcr-130mj7b\">Online court records do not list an attorney for Castro and it wasn\u2019t immediately clear if he has one. Messages seeking comment were left with ICE, the inspector general\u2019s office of the DHS and the Texas Rangers.<\/p>\n<p class=\"dcr-130mj7b\">Castro is the second federal agent to be charged over their conduct during the Minnesota crackdown, which was known as Operation Metro Surge. He is one of two agents that ICE\u2019s director, Todd Lyons, said lied about the circumstances of the incident.<\/p>\n<p class=\"dcr-130mj7b\">According to prosecutors, Castro fired through a home\u2019s front door and shot Sosa-Celis in the thigh after Castro and another officer chased a different man, Alfredo Alejandro Aljorna, to the <a href=\"https:\/\/www.theguardian.com\/us-news\/minneapolis\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Minneapolis<\/a> apartment duplex where he and Sosa-Celis lived. Sosa-Celis and Aljorna were legally residing in the US, Moriarty said.<\/p>\n<p class=\"dcr-130mj7b\">Federal authorities <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/13\/ice-officers-minneapolis\" data-link-name=\"in body link\">initially accused<\/a> Sosa-Celis and Aljorna of beating an officer with a broom handle and a snow shovel. A federal judge later dismissed the charges, and ICE and the justice department opened an investigation into whether officers lied about what happened.<\/p>\n<p class=\"dcr-130mj7b\">In a statement after the charges were announced, ICE said the US attorney\u2019s office was investigating statements made by officers, who could face disciplinary action including being fired and prosecuted.<\/p>\n<p class=\"dcr-130mj7b\">ICE called the Hennepin county attorney\u2019s action \u201cunlawful and nothing more than a political stunt\u201d. The DHS\u2019s inspector general\u2019s office, which Moriarty credited with assisting in the arrest, is separate from ICE and is meant to serve as a watchdog for <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jan\/19\/donald-trump-immigration-crackdown\" data-link-name=\"in body link\">DHS agencies<\/a>, including ICE.<\/p>\n<p class=\"dcr-130mj7b\">Minneapolis last month released video showing the moments before Sosa-Celis\u2019s shooting, captured from a distance by a city-owned security camera.<\/p>\n<p class=\"dcr-130mj7b\">The video appears to show a person standing with a snow shovel outside the house, near the street, then retreating toward the house and tossing the shovel into the yard. This happens as a person being chased by another person runs up from the street, falls on the sidewalk, gets up and keeps heading toward the house.<\/p>\n<figure data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.NewsletterSignupBlockElement\" class=\"dcr-173mewl\">\n<div data-name=\"placeholder\" class=\"dcr-ri3hap\"><\/div>\n<\/figure>\n<p class=\"dcr-130mj7b\">The three appear to scuffle near the front steps for about 10 seconds. The exact moment when Sosa-Celis is shot is not clear. A car with flashing lights pulls up, and another person walks up.<\/p>\n<p class=\"dcr-130mj7b\">The Trump administration sent thousands of officers to the Minneapolis and Saint Paul area as part of Donald Trump\u2019s <a href=\"https:\/\/www.theguardian.com\/us-news\/usimmigration\" data-link-name=\"in body link\">national deportation campaign<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Tensions mounted during the weeks-long campaign in the Twin Cities, and the shooting deaths of <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2026\/jan\/31\/ice-observer-document-immigration-agents\" data-link-name=\"in body link\">US citizens Renee Good and Alex Pretti<\/a> by federal officers sparked mass unrest and raised questions about officers\u2019 conduct.<\/p>\n<p class=\"dcr-130mj7b\">Minnesota leaders and the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Trump administration<\/a> have clashed over who has the authority to investigate and prosecute federal officers for on-duty conduct.<\/p>\n<p class=\"dcr-130mj7b\">Moriarty\u2019s office last month charged immigration agent Gregory Donnell Morgan Jr with assault for allegedly pointing his gun at people in a car on a highway.
