There\u2019s no one that escapes when we\u2019re trying to increase human misery,\u201d said Brett Heinz, global policy coordinator at the American Friends Service Committee (AFSC), the social justice organization that shared its ICE flight emissions calculations with the Guardian.<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cThe pollution that these flights cause is causing harms to every single family in the United States.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Donald Trump\u2019s anti-immigrant agenda has resulted in a dramatic increase in arrests, detentions and deportations, leading to <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-april-2026-report\/\" data-link-name=\"in body link\">a record<\/a> 245 documented removal flights last month. The consequences have been especially dire for immigrants without criminal convictions, who, compared to the six months before Trump took office, were arrested eightfold in January, <a href=\"https:\/\/deportationdata.org\/analysis\/immigration-enforcement-first-year.html\" data-link-name=\"in body link\">according<\/a> to the Deportation Data Project.<\/p>\n<p class=\"dcr-130mj7b\">The Department of Homeland Security (DHS), the <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/jan\/19\/donald-trump-immigration-crackdown\" data-link-name=\"in body link\">parent agency of ICE<\/a>, pledged repeatedly to focus on <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jun\/07\/kristi-noem-trump-secretary-homeland-security\" data-link-name=\"in body link\">\u201cthe worst of the worst\u201d<\/a> criminals. Now, of more than 60,000 people detained as of early April, <a href=\"https:\/\/tracreports.org\/immigration\/quickfacts\/detention.html#detention_held\" data-link-name=\"in body link\">more than 70%<\/a> have no criminal convictions, while the repatriation rate within two months for detainees without criminal convictions or an existing final deportation order has <a href=\"https:\/\/deportationdata.org\/analysis\/immigration-enforcement-first-year.html\" data-link-name=\"in body link\">doubled.<\/a><\/p>\n<p class=\"dcr-130mj7b\">\u201cAcross the board, we\u2019ve been concerned that people are being put on flights without due process, separated from families, and then suffering \u2026 inhumane conditions on board,\u201d Arvey said, adding: \u201cCertainly, the emissions of this huge ramp-up in flights and the environmental impact is also a huge concern.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Allegations of constitutional and human rights violations have been <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/11\/ice-deportation-flights-democrats-letter\" data-link-name=\"in body link\">well-documented<\/a> and <a href=\"https:\/\/www.cnn.com\/2025\/05\/21\/politics\/deportation-flight-south-sudan-controversy\" data-link-name=\"in body link\">continue<\/a>, including routine shackling aboard and using a body-restraint suit called <a href=\"https:\/\/www.ap.org\/news-highlights\/spotlights\/2025\/ices-use-of-full-body-restraints-during-deportations-raises-concerns-over-inhumane-treatment\/\" data-link-name=\"in body link\">the Wrap<\/a> on long-haul flights, which homeland secueity said was legal and standard \u2013 despite congressional challenges over health and safety <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/11\/ice-deportation-flights-democrats-letter\" data-link-name=\"in body link\">revealed by<\/a> the Guardian.<\/p>\n<figure id=\"d20c6a8f-2166-4397-9d2d-f9650e73a8b4\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-47fhrn\">\n<div data-print-layout=\"hide\" data-link-name=\"rich-link-12 | 12\" data-component=\"rich-link\" data-name=\"placeholder\" class=\"dcr-1kyw41h\">\n<div data-format-theme=\"5\" data-format-design=\"0\" data-format-display=\"0\" class=\"dcr-1ljij2n\"><a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/may\/11\/ice-deportation-flights-democrats-letter\" class=\"dcr-1m887w9\"><\/p>\n<div class=\"dcr-ut4tvs\">\n<div class=\"dcr-1h5b6rb\">\n<div class=\"dcr-169d7yv\">Democrats express \u2018grave concerns\u2019 over secretive ICE deportation flights<\/div>\n<\/div>\n<div class=\"dcr-eurq8n\">\n<div class=\"dcr-fkf7vq\">Read more<\/div>\n<\/div>\n<\/div>\n<p><\/a><\/div>\n<\/div>\n<\/figure>\n<p class=\"dcr-130mj7b\">But ICE\u2019s carbon emissions from its vastly increased air operations had not been previously calculated.<\/p>\n<figure id=\"eea36e56-7a3f-4aac-81cb-ae02317619ba\" class=\"element element-interactive element--inline element-inline dcr-kibrkr\" data-alt=\"A bar chart showing that the number of ICE enforcement flights have increased by 80% between 2024 and 2025\u00a0\" data-testid=\"interactive-element-A%20bar%20chart%20showing%20that%20the%20number%20of%20ICE%20enforcement%20flights%20have%20increased%20by%2080%25%20between%202024%20and%202025%C2%A0\" data-spacefinder-role=\"inline\">\n<div data-name=\"placeholder\" class=\"dcr-ri3hap\"><\/div>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/datawrapper\/embed\/bw5oF\/4\/\" class=\"dcr-1eupayo\">A bar chart showing that the number of ICE enforcement flights have increased by 80% between 2024 and 2025\u00a0<\/a><\/figure>\n<p class=\"dcr-130mj7b\">To do so, the AFSC used HRF\u2019s tracking data and the International Civil Aviation Organization (ICAO)\u2019s <a href=\"https:\/\/icec.icao.int\/Documents\/Methodology%20ICAO%20Carbon%20Emissions%20Calculator_v13_Final.pdf\" data-link-name=\"in body link\">methodology<\/a> to estimate carbon emissions from immigration enforcement flying for the past two calendar years, which the Guardian then independently verified and adapted to also show emissions for this year so far.<\/p>\n<p class=\"dcr-130mj7b\">In the first four months of 2026, ICE\u2019s air operations have contributed 139,594 tonnes in carbon emissions, which when scaled would signify an almost 25% increase in annual emissions in 2026, over 2025\u2019s already high total. That\u2019s in addition to <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/apr\/15\/ice-desert-detention-camp-east-montana\" data-link-name=\"in body link\">pollution<\/a> from the nation\u2019s sprawling immigration detention system, the <a href=\"https:\/\/www.theguardian.com\/us-news\/2019\/sep\/24\/detained-us-largest-immigrant-detention-trump\" data-link-name=\"in body link\">largest<\/a> in the world, altogether aggravating several problems.<\/p>\n<p class=\"dcr-130mj7b\">\u201cClimate change is a driver of migration,\u201d Heinz said. \u201cSo the fact that the United States is accelerating climate change in [its] attempt to remove these immigrants seems like a vicious cycle in a very real way, where we are creating more undocumented immigrants through this pollution.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In response to questions from the Guardian about ICE air operations and emissions, global heating, pollution, human rights and climate migration, an unnamed DHS spokesperson emailed back saying, about the environment: \u201cWhere were these concerns about the mountains of litter that illegal aliens dropped on ranches and riverbeds during Biden\u2019s border crisis?\u201d There was <a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/mar\/20\/joe-biden-challenge-trump-border-legacy\" data-link-name=\"in body link\">an increase<\/a> in unauthorized <a href=\"https:\/\/www.theguardian.com\/us-news\/article\/2024\/may\/09\/biden-asylum-rules-us-border-immigration\" data-link-name=\"in body link\">crossings<\/a> of the <a href=\"https:\/\/www.theguardian.com\/us-news\/us-mexico-border\" data-link-name=\"in body link\">US-Mexico border<\/a> during the Biden administration.<\/p>\n<p class=\"dcr-130mj7b\">And on the issue of restraining passengers, DHS said: \u201cThe use of restraints on detainees during deportation flights has been long standing, standard ICE protocol and an essential measure to ensure the safety and well-being of both detainees and the officers\/agents accompanying them. Our practices align with those followed by other relevant authorities and is fully in line with established legal standards.\u201d<\/p>\n<p class=\"dcr-130mj7b\">ICE\u2019s air transportation is being carried out through a network of chartered flights \u2013 and at times military and Coast Guard aircraft or international carriers \u2013 amid an aggressive expansion of the agency\u2019s flight capacity, bolstered by a <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-january-2026-report\/\" data-link-name=\"in body link\">$205m<\/a> budget increase for such operations. An estimated <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-april-2026-report\/\" data-link-name=\"in body link\">average<\/a> of 22 airplanes perform 58 enforcement flights on any given day, research by Human Rights First has concluded.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhenever they [federal officials] say that they don\u2019t have enough money for social services, they have money for the military complex to deport people,\u201d said Bashir Elhassan, policy fellow at the AFSC.<\/p>\n<p class=\"dcr-130mj7b\">The ramped-up flight schedule represents a departure from past operations, when most removals were to relatively close destinations in Mexico and Central America and many were done by land. However, building on groundwork laid by the Biden administrationto repatriate people on flights to <a href=\"https:\/\/san.com\/cc\/biden-harris-administration-deports-indian-nationals-on-charter-flight-to-india\/\" data-link-name=\"in body link\">destinations<\/a> outside the western hemisphere, officials conducted flights to <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-january-2026-report\/\" data-link-name=\"in body link\">79 countries<\/a> during Trump\u2019s first year back in office, compared to 45 during Joe Biden\u2019s final year, some of them to African and Asian countries that had reportedly never received US deportation flights in recent history.<\/p>\n<figure id=\"82e41e27-d9d6-45fd-98db-61b86ff72aaa\" class=\"element element-interactive element--inline element-inline dcr-w422y2\" data-alt=\"Map showing ICE enforcement flights since Trump took office for the second time\" data-testid=\"interactive-element-Map%20showing%20ICE%20enforcement%20flights%20since%20Trump%20took%20office%20for%20the%20second%20time\" data-spacefinder-role=\"inline\">\n<div data-name=\"placeholder\" class=\"dcr-ri3hap\"><\/div>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2026\/05\/archive-8-zip\/giv-32554e1SdbCMhH4rL\" class=\"dcr-1eupayo\">Map showing ICE enforcement flights since Trump took office for the second time<\/a><\/figure>\n<p class=\"dcr-130mj7b\">In the second Trump administration, immigrants have been <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-january-2026-report\/\" data-link-name=\"in body link\">sent<\/a> to countries mired in conflict or autocracy, such as Haiti and Venezuela. Palestinians have been returned to Israel and moved <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/feb\/05\/revealed-private-jet-owned-by-trump-friend-used-by-ice-to-deport-palestinians-to-west-bank\" data-link-name=\"in body link\">to the occupied West Bank<\/a>; Ukrainians have been flown to Poland and later repatriated to their war-torn homeland; and people who had already won US humanitarian protections against returning to the risk of torture and persecution in their native countries have been dispatched elsewhere, including to Uganda, Ghana, Cameroon, the Democratic Republic of the Congo, Rwanda and South Sudan, despite having no connections there.<\/p>\n<p class=\"dcr-130mj7b\">Last month, the US ramped up the practice of deporting Mexicans by flying them to <a href=\"https:\/\/travel.state.gov\/en\/international-travel\/travel-advisories\/mexico.html\" data-link-name=\"in body link\">notoriously<\/a> dangerous cities in southern Mexico, potentially in an attempt to deter repeat crossings. By mid-April this year, removal flights to Mexico <a href=\"https:\/\/humanrightsfirst.org\/library\/ice-flight-monitor-april-2026-report\/\" data-link-name=\"in body link\">averaged<\/a> 23 a week, compared to five a week between January and March.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey are sending people to southern Mexico, far away from their families and communities often, and at the same time these flights have a massive environmental footprint,\u201d Arvey said.<\/p>\n<p class=\"dcr-130mj7b\">Meanwhile, US domestic transfers, which haul people to and between detention facilities or to DHS staging hubs, surged at least 132% between Biden\u2019s last year and Trump\u2019s first back in office.<\/p>\n<p class=\"dcr-130mj7b\">In addition to warming the planet, planes frequently idling, taking off and landing in the same communities contributes to local air pollution that can <a href=\"https:\/\/lae.mit.edu\/2024\/06\/28\/a-link-between-air-travel-and-deaths-on-the-ground\/\" data-link-name=\"in body link\">cause<\/a> lung issues, bronchitis and premature death.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAirport emissions are near the surface already, but even when flights are flying, their pollution descends down to the surface over time,\u201d said Mark Z Jacobson, professor of civil and environmental engineering at Stanford University. \u201cAnd then the greenhouse gases spread globally and affect climate.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He added: \u201cEvery tonne of carbon and black carbon and methane that\u2019s added to the atmosphere contributes more to global warming, and also the air pollutants contribute to air pollution mortality, morbidity.\u201d<\/p>\n<p class=\"dcr-130mj7b\"><em>This article was produced as a project for the <a
