But the Biden administration <a href=\"https:\/\/www.wired.com\/story\/ice-paragon-contract-white-house-review\/\" target=\"_blank\">swiftly put the contract on hold<\/a> to decide whether it complied with a 2023 executive order barring federal agencies from purchasing commercial spyware that poses a significant security risk to the U.S. or risk of misuse by foreign governments.<\/p>\n<h3 class=\"edTag\">Governments have targeted opponents with spyware<\/h3>\n<p>Foreign governments have repeatedly used commercial spyware to spy on political rivals, journalists, human rights workers and other members of civil society. American politicians and officials <a href=\"https:\/\/www.cnn.com\/2023\/03\/27\/politics\/us-government-bans-spyware\" target=\"_blank\">have also been targeted<\/a>, which prompted the Biden administration to take steps to push back on the industry.<\/p>\n<p>Paragon Solutions&#8217; Graphite tool was central to a government <a href=\"https:\/\/www.ap.org\/news-highlights\/spotlights\/2025\/us-backed-israeli-companys-spyware-used-to-target-european-journalists-citizen-lab-finds\/\" target=\"_blank\">spying scandal in Italy<\/a> that first came to light early last year after Meta-owned WhatsApp found some 90 users of its messaging app, including journalists and activists, had been targeted with Graphite in various countries.<\/p>\n<p><a href=\"https:\/\/citizenlab.ca\/research\/first-forensic-confirmation-of-paragons-ios-mercenary-spyware-finds-journalists-targeted\/\" target=\"_blank\">Researchers at The Citizen Lab<\/a> at the University of Toronto and <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/06\/italy-activists-and-journalist-targeted-by-spyware-in-2024-prosecutors-confirm\" target=\"_blank\">Italian prosecutors<\/a> have confirmed Italian journalists and activists were among those targeted with Graphite. In response, Democratic lawmakers <a href=\"https:\/\/summerlee.house.gov\/newsroom\/press-releases\/reps-lee-brown-ansari-demand-answers-from-dhs-on-use-of-foreign-spyware-by-ice\" target=\"_blank\">sent DHS<\/a> a series of questions about the contract and ICE&#8217;s use of spyware.<\/p>\n<p>But a <a href=\"https:\/\/www.usaspending.gov\/award\/CONT_AWD_70CTD024P00000012_7012_-NONE-_-NONE-\" target=\"_blank\">notice<\/a> on the Paragon Solutions contract on a federal procurement website says the contract was closed out Jan. 20.<\/p>\n<p>&#8220;ICE has not entered another contract with Paragon Solutions, Inc,&#8221; DHS told NPR in a statement.
