As the federal government halts plans to address climate change, states, cities, regions, and even neighborhoods are trying to fill the gap, by cutting climate pollution and adapting to extreme weather.<\/em><\/p>\n<div class=\"hr\">\n<hr>\n<\/div>\n<p>PORTLAND, Ore. \u2014 In the last seven years, the city of Portland, Ore., has built a community solar project to reduce emissions and lower energy bills for 150 low-income families. The city has distributed more than <a href=\"https:\/\/www.earthadvantage.org\/climate-justice\/cooling-portland.html\" target=\"_blank\">20,000 free air conditioning<\/a> units to help vulnerable households prepare for heat waves. It has <a href=\"https:\/\/www.opb.org\/article\/2024\/05\/16\/portland-clean-energy-fund-energy-efficiency-upgrades-3100-homes-140-million-dollars\/\" target=\"_blank\">funded energy efficiency retrofits for 3,100 homes<\/a>. And 2,000 people have been trained in the renewable energy and construction fields.<\/p>\n<p>These projects have all been made possible due to an innovative billion-dollar climate fund. On the first day of President Trump&#8217;s second term, he signed an executive order that halted spending for President Joe Biden&#8217;s landmark Inflation Reduction Act, which dedicated billions of dollars to climate projects across the country.<\/p>\n<div id=\"resnx-s1-5734498-101\" class=\"bucketwrap statichtml\">\n<div style=\"max-width: 670px;margin-left: auto;margin-right: auto\">\n<p data-pym-loader data-child-src=\"https:\/\/apps.npr.org\/datawrapper\/GAJQc\/2\/\" id=\"responsive-embed-GAJQc\">Loading&#8230;<\/p>\n<\/div><\/div>\n<p><!-- END ID=\"RESNX-S1-5734498-101\" CLASS=\"BUCKETWRAP STATICHTML\" --><\/p>\n<h3 class=\"edTag\">How was the fund created?<\/h3>\n<p>The idea for the fund began nearly a decade ago, when leaders from nonprofits run by communities of color workshopped ideas on how to best generate money to support climate action. As the Confederated Salish and Kootenai Tribes climate change coordinator he wrote one of the first tribal climate action plans in the country over 15 years ago.\" loading=\"lazy\"><\/a>         <\/p>\n<div class=\"bucketblock\">\n<h3 class=\"slug\"><a href=\"https:\/\/www.npr.org\/series\/1199537689\/climate-week\">NPR&#8217;s Climate Solutions Week <\/a><\/h3>\n<h3><a href=\"https:\/\/www.npr.org\/2026\/05\/18\/nx-s1-5734484\/trump-montana-climate-change-indigenous-tribes-wildfires\" data-metrics-ga4='{\"category\":\"recirculation\",\"action\":\"story_recirculation_click\",\"clickType\":\"inset box\",\"clickUrl\":\"https:\/\/www.npr.org\/2026\/05\/18\/nx-s1-5734484\/trump-montana-climate-change-indigenous-tribes-wildfires\"}'>Montana tribes combine traditional knowledge and Western science in climate plan<\/a><\/h3>\n<\/p><\/div>\n<p><!-- END CLASS=\"BUCKETBLOCK\" -->\n      <\/div>\n<p><!-- END CLASS=\"BUCKET IMG\" -->\n   <\/div>\n<p><!-- END ID=\"RESNX-S1-5734498-102\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>&#8220;The Portland Clean Energy Community Benefits Fund was born out of the experience of front-line communities who too often have been hit first and worse by the climate crisis and who have been historically left out of decision-making processes,&#8221; Baraso said. &#8220;The fund really poses a simple and powerful question: &#8216;What if those most impacted by climate change were the ones designing solutions?'&#8221;<\/p>\n<h3 class=\"edTag\">Climate wins so far<\/h3>\n<p>Some of the projects that are already underway include:<\/p>\n<ul class=\"edTag rte2-style-ul\">\n<li>Distributing <a href=\"https:\/\/www.earthadvantage.org\/climate-justice\/cooling-portland.html\" target=\"_blank\">more than 20,000 free portable air conditioning units<\/a> for homes in need since 2022<\/li>\n<li>Building a <a href=\"https:\/\/www.opb.org\/article\/2024\/09\/04\/pdx-community-solar-cully-portland\/\" target=\"_blank\">community solar project<\/a> that&#8217;s reducing emissions and lowering energy bills for 150 low-income families in a predominantly Latino neighborhood\u00a0\u00a0<\/li>\n<li>Planting 15,000 trees over five years in urban heat island areas<\/li>\n<li>Removing six <a href=\"https:\/\/www.portland.gov\/bps\/cleanenergy\/news\/2024\/6\/7\/returning-concrete-jungles-nature\" target=\"_blank\">concrete parking lots<\/a> and turning them into urban gardens and community spaces, greening up a surface area equivalent to eight NBA basketball courts<\/li>\n<\/ul>\n<p>Since 2021, the fund has distributed four rounds of community-based nonprofit grants totaling about $262 million. That&#8217;s the equivalent of removing about 6,000 gas-powered vehicles from the road for one year. That&#8217;s led to debates from elected officials to local business groups about how to spend the money, and what counts as climate action. <\/p>\n<p><a href=\"https:\/\/www.opb.org\/article\/2026\/02\/11\/inside-portlands-climate-fund\/\" target=\"_blank\">Portland Mayor Keith Wilson proposed a $75 million plan to redo the Moda Center<\/a>, the entertainment and sports arena where the National Basketball Association&#8217;s Portland Trail Blazers play. He and other supporters want to renovate the dated stadium with green technology. Others say the project doesn&#8217;t align with the fund&#8217;s focus on helping vulnerable community members first.<\/p>\n<p>The Portland Police Association has proposed <a href=\"https:\/\/www.opb.org\/article\/2026\/03\/05\/portland-climate-funds-divert-police-ballot-proposal-second-push\/\" target=\"_blank\">diverting 25% of the climate fund&#8217;s annual revenue to hire 400 more police officers<\/a> in the city. Proponents say the city lacks law enforcement, while opponents maintain the importance of protecting the climate fund&#8217;s original intent. The proposal could go before voters later this year.<\/p>\n<h3 class=\"edTag\">A blueprint for other cities\u00a0<\/h3>\n<p>The fund&#8217;s success has caught the attention of other cities. <a href=\"https:\/\/www.a2gov.org\/sustainability-innovations-home\/2022-community-climate-action-millage\/\" target=\"_blank\">Ann Arbor, Mich.<\/a>; <a href=\"https:\/\/denvergov.org\/Government\/Agencies-Departments-Offices\/Agencies-Departments-Offices-Directory\/Climate-Action-Sustainability-and-Resiliency\/About-Us#section-2\" target=\"_blank\">Denver, Colo.<\/a>; and <a href=\"https:\/\/www.seattle.gov\/environment\/climate-change\/climate-justice\/green-new-deal\" target=\"_blank\">Seattle, Wash.<\/a>, have similar funds.<\/p>\n<p>&#8220;We did look to Portland because it was exciting to see some significant dollars actually going towards those investments,&#8221; said Elizabeth Babcock, executive director of Denver&#8217;s Office of Climate Action, Sustainability and Resiliency. &#8220;We definitely took that as one of our inspirations.&#8221;<\/p>\n<p>But Babcock said the city of Denver has specific rules that make it difficult to implement a retail tax like Portland&#8217;s, so after seeking community input, the city decided to create a sales tax instead. Citizens approved a 0.25% sales tax \u2014 exempting critical items such as food, medicine and childcare products \u2014 for their Climate Protection Fund. In its first year, it generated $41 million.<\/p>\n<p>Ann Arbor also wasn&#8217;t able to replicate Portland&#8217;s retail tax. So the city took a different route \u2014 it increased property taxes to help fund climate action.<\/p>\n<p>More and more cities are developing their own climate funds, said Amruta Nori-Sarma, assistant professor of environmental health and population science at the Harvard T.H.
